Transition of Government Officials Post-Creation
- Upon ratification via plebiscite, the incumbent mayor of Daram who opts to serve becomes the mayor of Cardinal Rosales until a successor is elected and qualified.
- The incumbent vice-mayor will remain Vice-Mayor of Daram until duly succeeded.
- Other elective members of the old Municipality of Daram's Sangguniang Bayan may choose to serve either in Daram or Cardinal Rosales within 30 days after plebiscite proclamation.
- Failure to make an option within the stipulated period results in vacancy, filled by presidential appointment.
- Additional vacancies arising shall be filled by appointment by the President.
Plebiscite Procedure and Supervision
- The Commission on Elections (COMELEC) is mandated to conduct and supervise the plebiscite to ratify the creation of the Municipality on May 14, 1984.
- Financial responsibility for the plebiscite lies with the Province of Samar.
