A plebiscite must be held among the affected units to approve the creation of the Municipality of Cardinal Rosales, supervised and conducted by the Commission on Elections.

The plebiscite was scheduled to be held on May 14, 1984.

The incumbent mayor of the Municipality of Daram, who opts to serve, shall be the first mayor of the Municipality of Cardinal Rosales until a successor is elected and qualified.

If no option is made within thirty days after ratification, the position shall be declared vacant, and the President shall appoint qualified persons to fill such vacancies.

The expenses for the plebiscite shall be borne by the Province of Samar.

The incumbent Vice-Mayor continues as Vice-Mayor of Daram until a successor is elected. The other elective members of the Sangguniang Bayan may choose to serve either in Daram or Cardinal Rosales within thirty days, or else their positions are declared vacant and are subject to appointment by the President.
