The main purpose of Batas Pambansa Blg. 699 is to create the Municipality of Cardinal Rosales in the Province of Samar by separating certain barangays from the Municipality of Daram.
Barangays Bacjao, Burgos, Cabilisan, Calawan-an, Candugue, Canloloy, Cansaganay, Guindapo-nan, Guintamipilan, Iquiran, Mabini, Macalpe, Mandoyocan, Mayabay, Pondang, Poso, Saugan, Sua, Tuga, and Ubo were separated to form the Municipality of Cardinal Rosales.
The seat of the municipal government of Cardinal Rosales is located in the present site of Barangay Calawan-an.
The Municipality is bounded by various surveyed points around the area, including points facing the Samar Sea, boundaries with neighboring barangays and municipalities, along creeks, channels, and seashores, covering an approximate area of 4,000 hectares, including the islets of Bacsal and Agutay which are bounded by the Samar Sea.
A plebiscite must be held among the affected units to approve the creation of the Municipality of Cardinal Rosales, supervised and conducted by the Commission on Elections.
The plebiscite was scheduled to be held on May 14, 1984.
The incumbent mayor of the Municipality of Daram, who opts to serve, shall be the first mayor of the Municipality of Cardinal Rosales until a successor is elected and qualified.
If no option is made within thirty days after ratification, the position shall be declared vacant, and the President shall appoint qualified persons to fill such vacancies.
The expenses for the plebiscite shall be borne by the Province of Samar.
The incumbent Vice-Mayor continues as Vice-Mayor of Daram until a successor is elected. The other elective members of the Sangguniang Bayan may choose to serve either in Daram or Cardinal Rosales within thirty days, or else their positions are declared vacant and are subject to appointment by the President.
