Composition and Quorum of CODI
- CODI is composed of five members:
- Two Management Representatives (one acting as Chairman)
- One Second Level Employee Representative
- One First Level Employee Representative
- One Accredited Union Representative
- A quorum requires a majority of the members for conducting business.
- Issuance of findings and recommendations requires the majority of all CODI members.
Functions and Responsibilities of CODI
- The committee shall:
- Receive sexual harassment complaints.
- Investigate complaints according to CSC Administrative Disciplinary Rules on Sexual Harassment Cases (Resolution No. 01-0940).
- Submit investigation reports with recommendations to the Internal Affairs and Complaints Committee (IACC) for decision.
- Lead discussions to improve understanding and prevent sexual harassment within the Office of the President.
Investigative Authority and Process
- CODI acts as the Preliminary Investigator for sexual harassment cases involving non-presidential appointees in the Office of the President.
- Investigations follow relevant CSC disciplinary rules, related laws, and must result in findings submitted to the IACC Chairman within five working days after preliminary investigation ends.
- CODI is authorized to:
- Examine readily available documents from government agencies ex parte.
- Require affidavits and counter-affidavits from parties.
- Summon parties to hearings or conferences.
Effectivity
- The Memorandum Order takes effect immediately upon issuance.

- Issued under the authority of the President of the Philippines, signed by the Executive Secretary.
