Name, creation, and geographic coverage
- Section 1 detaches and separates the following subdivisions—Baltao, Airlanes Village, Jetlane Village, Gat Mendoza and Vitalez—from Barangay Tambo in the Municipality of Parañaque, Metro-Manila.
- The detached subdivisions are constituted into a distinct and independent barangay.
- The newly created barangay is named Barangay Vitalez.
- Section 1 expressly provides that the creation of Barangay Vitalez is made without affecting in any manner the legal existence of the mother barangay Tambo.
Applicability of existing barangay laws
- Section 2 provides that, except as otherwise provided in the Decree, all provisions of law applicable to regular barangays apply to Barangay Vitalez.
- The coverage in Section 2 includes laws that are now or hereafter applicable to regular barangays, subject to the Decree’s specific exceptions.
Transitional officials and appointment rules
- Section 3 provides that the present elective barangay officials of Barangay Tambo shall continue to perform their duties in the newly created Barangay Vitalez.
- Section 3 limits this continuation until barangay officials of Barangay Vitalez are appointed by the President.
- Section 3 provides that the appointive barangay officials hold office until their successors shall have been elected in the regular election for barangay officials following issuance of the Decree.
- Section 3 further provides that appointed officials serve until qualified successors are elected, and they can be removed sooner at the pleasure of the President.
- Section 3 authorizes necessary additional barangay personnel by appointment, stating that such appointive officers and employees shall be appointed as provided for under existing laws.
Transfer of obligations and assets
- Section 4 directs that upon effectivity, the proportionate share of Barangay Vitalez in the obligations, funds, assets, and other property of Barangay Tambo shall be transferred.
- Section 4 provides that the transfer shall be made by the President.
- Section 4 requires the transfer to be made upon the recommendation of the Commission on Audit.
Repeal, modification, and immediate effect
- Section 5 repeals or modifies any laws or parts of laws, and any executive orders or regulations, that are inconsistent with Presidential Decree No. 1327.
- Section 6 states that the Decree takes effect immediately.
- The Decree is dated and signed in Manila on April 03, 1978, with Ferdinand E. Marcos as President and Juan C. Tuvera as Presidential Assistant.
