Geographic boundaries of the barangay
- Section 2 defines the area of Barangay Holy Spirit by specific bounding lines.
- The northern boundary is Republic Avenue.
- The eastern boundary is Don Mariano Marcos Avenue.
- The western boundary is Luzon Avenue.
- The southern boundary is Don Antonio Zuzuarregui Street.
Ratification through plebiscite
- Section 3 requires ratification by the majority of the votes cast in a plebiscite.

- After ratification, the President of the Philippines shall appoint the first officials of the new barangay.

- Section 4 directs the Commission on Elections to conduct and supervise the plebiscite.

- Section 5 states that the Act takes effect upon its approval.
