: Barangay Holy Spirit is a new barangay created by separating a portion of Barangay Matandang Balara in Quezon City, Metropolitan Manila.

: Barangay Holy Spirit is bounded by Republic Avenue on the north, Don Mariano Marcos Avenue on the east, Luzon Avenue on the west, and Don Antonio Zuzuarregui Street on the south.
: A plebiscite must be conducted and ratified by the majority of votes cast in the affected areas within 120 days from the approval of the Act.
: The President of the Philippines shall appoint the first officials of the new barangay after the plebiscite ratification.
: The first officials hold office until their successors are duly elected and qualified.
: The Commission on Elections (COMELEC) shall conduct and supervise the plebiscite.
: The expenses shall be charged to local funds.
: The Act took effect upon its approval on June 24, 1983.
