Creation of a new barangay
- A portion of Barangay Matandang Balara in Quezon City, Metropolitan Manila is separated to form a new barangay.
- The new barangay is constituted as Barangay Batasan Hills.
Geographic boundaries and covered area
- Section 2 sets the area of Barangay Batasan Hills by boundaries.
- On the north, the boundary runs from the National Government CenteraBatasan Complex to the boundary line of Barangay Bagong Silangan.
- On the east, the boundary is the Marikina River.
- On the west, the boundary is Don Mariano Marcos Avenue.
- On the south, the boundary is from the Capitol Homes to the Marikina River.
Plebiscite ratification requirement
- Section 3 requires ratification by the majority of votes cast in a plebiscite for the new barangay to proceed.
- The plebiscite must be conducted within one hundred twenty days from the approval of the Act.
- The plebiscite is conducted in the areas affected.
- Section 3 requires the plebiscite outcome to be based on the majority of votes cast.
Appointment of first barangay officials
- After plebiscite ratification, the President of the Philippines shall appoint the first officials of the new barangay.
- The first officials hold office until their successors shall have been duly elected and qualified.
- The appointment power is triggered only after the plebiscite ratification requirement in Section 3 is met.
Elections supervision and charging of expenses
- Section 4 assigns to the Commission on Elections the duty to conduct and supervise the required plebiscite.
