It was created by Batas Pambansa Blg. 343 (February 25, 1983), titled “An Act Creating Barangay Batasan Hills in Quezon City, Metropolitan Manila.”
A portion of Barangay Matandang Balara in Quezon City was separated to create Barangay Batasan Hills.
Under Section 5, the Act “shall take effect upon its approval.”
Section 2 specifies that the area is bounded: (a) on the north by the National Government Centera Batasan Complex to the boundary line of Barangay Bagong Silangan; (b) on the east by the Marikina River; (c) on the west by Don Mariano Marcos Avenue; and (d) on the south by the Capitol Homes to the Marikina River.
The northern boundary is described as the National Government Centera Batasan Complex up to the boundary line of Barangay Bagong Silangan.
The Marikina River is used to demarcate the eastern boundary.

The southern boundary is described as the Capitol Homes to the Marikina River.
The barangay is created by the Act, but the appointment of its first officials is conditioned on ratification by the majority of votes cast in a plebiscite conducted within 120 days from approval.
A plebiscite must be conducted in the affected areas, and there must be ratification by the majority of the votes cast.
