Powers and Functions of the River Basin Control Office
- Collaborate with the Department of Public Works and Highways (DPWH) to rationalize existing river basin projects including Mt. Pinatubo Hazard Urgent Mitigation, Iloilo Flood Control, Lower Agusan Flood Control, Bicol River Basin and Watershed Management, Agno River and Allied Rivers Flood Control, KAMANAVA Flood Control, and the Pasig River Rehabilitation.
- Work jointly with DPWH and the National Disaster Coordinating Council (NDCC) to develop a comprehensive national master plan for flood control by integrating existing projects and adding new components as needed.
- Rationalize and prioritize reforestation efforts in key watersheds like the Pampanga River and Bicol River.
- Undertake additional functions as directed by the President or Secretary of Environment and Natural Resources.
Staff and Budgetary Support
- The Undersecretary for River Basin Control shall be assisted by Executive Directors assigned to each river basin project.
- An initial budget allocation of PHP 500 million shall be released by the Secretary of Budget and Management for planning, implementation, and management activities.
- Budget for flood control infrastructure is charged to DPWH and the Calamity Fund.
- Budget for reforestation and overall river basin control management is charged to DENR.
Mandatory Assistance from Government Agencies
- All departments, bureaus, offices, agencies, including government-owned or controlled corporations, are mandated to provide necessary assistance and cooperation to the River Basin Control Office in executing its functions.
Repealing Clause
- All existing orders, rules, regulations, and issuances or parts thereof that are inconsistent with this Executive Order are repealed or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon approval.
