The main purpose is to create the River Basin Control Office under the Department of Environment and Natural Resources to rationalize river basin projects, develop a national master plan for flood control, prioritize watershed reforestation, and ensure sustainable water supply and flood management in the Philippines.

The projects include Mt. Pinatubo Hazard Urgent Mitigation, Iloilo Flood Control, Lower Agusan Flood Control, Bicol River Basin and Watershed Management, Agno River and Allied Rivers Flood Control, KAMANAVA Flood Control, and the Pasig River Rehabilitation.
The Undersecretary for River Basin Control is assisted by Executive Directors of appropriate rank assigned to each river basin project.
An initial amount of 500 million pesos (P500M) is allocated for planning, implementation, and management of river basin projects.
The budget for river flood control infrastructure is charged to the DPWH and the Calamity Fund, while the budget for reforestation and overall river basin control management is charged to the DENR.
Yes, all government departments, bureaus, offices, agencies, or instrumentalities including government-owned or controlled corporations are directed to extend cooperation and assistance as needed.
They are repealed or modified accordingly if they are inconsistent with this Executive Order.
