Composition of the Commission

  • Chaired by the Secretary of the Department of Environment and Natural Resources (DENR).

Secretariat Support

  • Secretariat attached to the Environmental Management Bureau of DENR.
  • Maintains the Commission’s records and liaises between member agencies.
  • Provides technical support and performs functions as directed by the DENR Secretary or Commission.
  • Each member agency assigns a contact representative.

Reporting Requirements

  • Quarterly reports to the Office of the President on plans, progress, and activities.
  • Publishes an annual progress report on the action plan within one year from effectivity.

Financial Resources

  • Initial funding of One Million Pesos from the President’s Social Fund.
  • Annual budget proposals to be submitted for the President’s approval.
  • Funds may be supplemented by grants, donations, and other local and foreign sources.
  • Revenues from permits, fees, emissions charges, fines, and penalties from stationary and mobile sources may be used upon Congressional authorization.

Repealing Clause and Effectivity

  • Repeals or modifies existing inconsistent issuances, orders, and rules.
  • Takes effect immediately upon issuance.
