Composition of the Commission
- Chaired by the Secretary of the Department of Environment and Natural Resources (DENR).
- Vice Chair is the Secretary of the Department of Transportation and Communication.
- Members include heads of key government departments (NEDA, Health, Trade and Industry, Energy, Interior and Local Government, Science and Technology).
- Chairman of the Metropolitan Manila Development Authority and representatives from the City and Municipal Mayors League.
- Representatives from Civil Society, Business, and Environment sectors, chosen by the President upon recommendations with a 10:8 government to private sector ratio.
Powers and Functions of the Commission
- Oversight body responsible for systematic and effective air quality management.
- Recommends legislation, policies, and programs on air quality management to the President.
- Prepares coordinated action plans for member agencies.
- Establishes a comprehensive air quality databank.
- Develops mechanisms for evaluating air resources and pricing pollutants.
- Conducts information, education, communication, and research activities.
- Creates guidelines for its implementation.
- Establishes sub-commissions for different airsheds as identified by DENR and PAGASA.
- Coordinates air quality management initially for the Metro Manila airshed (including surrounding provinces).
Secretariat Support
- Secretariat attached to the Environmental Management Bureau of DENR.
- Maintains the Commission’s records and liaises between member agencies.
- Provides technical support and performs functions as directed by the DENR Secretary or Commission.
- Each member agency assigns a contact representative.
Reporting Requirements
- Quarterly reports to the Office of the President on plans, progress, and activities.
- Publishes an annual progress report on the action plan within one year from effectivity.
Financial Resources
- Initial funding of One Million Pesos from the President’s Social Fund.
- Annual budget proposals to be submitted for the President’s approval.
- Funds may be supplemented by grants, donations, and other local and foreign sources.
- Revenues from permits, fees, emissions charges, fines, and penalties from stationary and mobile sources may be used upon Congressional authorization.
Repealing Clause and Effectivity
- Repeals or modifies existing inconsistent issuances, orders, and rules.
- Takes effect immediately upon issuance.
