Executive Order No. 16 establishes the Presidential Air Quality Commission (PAQC) in the Philippines, tasked with coordinating and implementing air quality management policies and programs, overseeing the Metro Manila airshed, and reporting to the President on its activities and progress.

The Chair of the PAQC is the Secretary of the Department of Environment and Natural Resources (DENR).

The Secretariat supporting the Commission is attached to the Environmental Management Bureau of the Department of Environment and Natural Resources (DENR).

Initially, the PAQC assumes coordinative and oversight responsibilities for the Metro Manila airshed which consists of Metro Manila, Bulacan, Pampanga, Batangas, Laguna, Cavite, Rizal, and part of Quezon.

Members include the Director-General of the National Economic and Development Authority, Secretary of the Department of Health, Secretary of the Department of Trade and Industry, Secretary of the Department of Energy, Secretary of the Department of Interior and Local Government, Secretary of the Department of Science and Technology, Chairman of the Metropolitan Manila Development Authority, representatives from the City and Municipal Mayors League, and representatives of civil society, business, and environment sectors as chosen by the President.

The PAQC is tasked to recommend legislation, prepare and coordinate action plans, establish an air quality databank, formulate evaluation mechanisms for air resources and pollutants, conduct information and research activities, adopt guidelines for order implementation, create subscommissions for airsheds, and perform other functions assigned by the President.

An initial amount of One Million Pesos (P1,000,000.00) was appropriated from the President's Social Fund for the initial operating expenses of the Commission.

Funds come from annual budget proposals approved by the President, donations, grants and assistance from local and foreign sources, and revenues derived from permits, fees, air emissions charges, fines, and penalties from stationary and mobile sources as authorized by Congress.

The Commission must submit a quarterly report to the Office of the President on its plans, progress, and activities. Additionally, within one year from effectivity, the Commission must publish a report on progress and any revisions to the action plan.

The President exercises the powers vested in him by law, pursuant to the Constitution and relevant environmental laws, to issue the Executive Order creating the PAQC.
