Purpose and recognition mandate
- The Executive Order creates the Order of Lapu-Lapu to recognize invaluable or extraordinary service.
- Recognition is for services rendered in relation to a campaign or advocacy of the President.
- The award covers both government officials and personnel and private individuals who contribute to the President’s campaigns or advocacies.
- The governing framework is directed at acknowledging efforts and sacrifices made in furtherance of the President’s campaigns or advocacies.
Coverage and who may receive
- Section 1 establishes that the Order of Lapu-Lapu may be awarded to officials and personnel of the government and private individuals.
- The award is available for contribution that is in relation to a campaign or advocacy of the President.
- The Order may be awarded posthumously to a person entitled thereto under Section 3.
- Recipients of posthumous awards are determined under Section 3 through legal heirs, nearest kin, or a presidential designee.
Structure: medals and meanings
- Section 2 provides that the Order consists of three (3) medals.
- The Lapu-Lapu Medal is awarded to officials and personnel of the government and private individuals who have contributed significantly to the success of an activity pursuant to a campaign or advocacy of the President.
- The Kalasag Medal is awarded to officials and personnel of the government and private individuals who lost their lives and/or property as a direct result of their participation in an activity pursuant to a campaign or advocacy of the President.
- The Kampilan Medal is awarded to officials and personnel of the government and private individuals who are seriously wounded or injured as a direct result of their participation in an activity pursuant to a campaign or advocacy of the President.
Nomination and conferment process
- Section 2 requires that nominations are recommended by the Heads of Agencies involved in the activities.
- Section 4 provides that the President shall confer the Order of Lapu-Lapu.
- Section 4 establishes a Committee to recommend the award to the President.
- The Committee is composed of:
- a representative from the Office of the Executive Secretary, who acts as Chairman; and
- two (2) representatives from the Presidential Management Staff, who act as Members.
Posthumous award rules
- Section 3 provides that the Order may be awarded posthumously to any person entitled thereto.
- The Order in a posthumous case is received by the awardee’s legal heirs.
- If there is no legal heir, the award is received by the nearest of kin.
- If there is no legal heir or nearest kin, any person designated by the President may receive the award on behalf of the awardee.
Design, wearing, and implementation rules
- Section 5 authorizes the Committee to prescribe the form and make and design of the decorations comprising the Order of Lapu-Lapu.
- Section 5 authorizes the Committee to prescribe the manner of wearing the decorations.
- Section 5 authorizes the Committee to prescribe other details for the award.
- The Committee issues these details through the appropriate rules and regulations.
Funding source
- Section 6 requires that the funding requirements for implementation be sourced from the available funds of the Office of the President.
Separability
- Section 7 provides that if any provision of the Executive Order is declared invalid or unconstitutional, the remaining provisions not affected remain valid and subsisting.
