The purpose of Executive Order No. 17 is to create the Order of Lapu-Lapu to recognize the invaluable or extraordinary service of government officials, personnel, and private individuals in relation to the campaigns or advocacies of the President.

Officials and personnel of the government as well as private individuals who have contributed significantly to or have sacrificed in support of a campaign or advocacy of the President can be awarded the Order of Lapu-Lapu.

The three medals are: 1) Lapu-Lapu Medal - for significant contributions; 2) Kalasag Medal - for those who lost their lives or property; 3) Kampilan Medal - for those seriously wounded or injured in relation to presidential campaigns or advocacies.

Nominees must be recommended by the Heads of Agencies involved in the activities pursuant to the campaigns or advocacies of the President.

Yes, it may be awarded posthumously to any person entitled thereto, with the award received by the legal heirs, nearest kin, or a person designated by the President if there are no heirs or kin.

The President confers the Order of Lapu-Lapu upon recommendation by a Committee composed of representatives from the Office of the Executive Secretary and the Presidential Management Staff.

The committee includes a representative from the Office of the Executive Secretary as Chairman and two representatives from the Presidential Management Staff as Members.

The committee may prescribe the form, make and design of the decorations, the manner of wearing them, and other related details through appropriate rules and regulations.

The funding requirements are sourced from the available funds of the Office of the President.

If any provision is declared invalid or unconstitutional, the other provisions unaffected shall remain valid and subsisting.
