It is created through Executive Order No. 17 by the President, invoking powers vested by the Constitution and existing laws.
It recognizes officials, personnel, and private individuals for invaluable or extraordinary service in relation to a campaign or advocacy of the President.
Both government officials/personnel and private individuals may receive it.
The Order comprises the Lapu-Lapu Medal, Kalasag Medal, and Kampilan Medal.
It is awarded to officials and personnel of the government and private individuals who have contributed significantly to the success of an activity pursuant to a presidential campaign or advocacy.
It is awarded to those who lost their lives and/or property as a direct result of their participation in an activity pursuant to a presidential campaign or advocacy.
It is awarded to those who are seriously wounded or injured as a direct result of their participation in such activities.
The nominations shall be recommended by the Heads of Agencies involved in the activities.
The President confers the Order upon recommendation by a Committee composed of: (1) a representative from the Office of the Executive Secretary as Chairman, and (2) two (2) representatives from the Presidential Management Staff as Members.
Yes. It may be awarded posthumously; it is received by the legal heirs. If there are no legal heirs, the nearest of kin receives it.
Any person designated by the President may receive the award on behalf of the awardee.
The Committee may prescribe the form, design, manner of wearing, and other details through appropriate rules and regulations.
Funding requirements shall be sourced from the available funds of the Office of the President.
If any provision is declared invalid or unconstitutional, the remaining provisions not affected remain valid and subsisting.
It takes effect immediately.
