An executive order establishes the Office of the Presidential Adviser on Streamlining of Government Processes (OPASGP) to advise and recommend policies, programs, and strategies to simplify processes, reduce red tape, and expedite the delivery of public goods and services in the Executive branch and local government units (LGUs), while ensuring people's participation and cooperation from government officials and agencies.

Powers and Functions of the Presidential Adviser (PASGP)

  • Advise the President and Agency for Regulation and Transport Authority (ARTA) on evidence-based policies to simplify government processes and reduce red tape.
  • Undertake reviews and harmonization of agency processes to promote predictable business environments.
  • Establish mechanisms for immediate response to presidential directives involving government units, including LGUs and government corporations.
  • Provide policy guidance on ease of doing business matters, subject to the President’s approval.
  • Monitor compliance of government agencies with RA No. 11517 and recommend sanctions for violations.
  • Recommend investigations or actions against officials who do not comply with pertinent laws on ease of doing business.
  • Perform additional functions as directed by the President.

Coordination and Cooperation

  • PASGP to coordinate with ARTA to ensure harmonized, integrated, and non-duplicative government ease-of-doing-business programs.
  • PASGP empowered to request assistance from any government official or employee necessary to fulfill duties.
  • Heads of executive agencies mandated to cooperate fully with the PASGP within their mandate.

Public Participation

  • Policies and regulations related to streamlining government processes shall include processes that ensure public participation.
  • PASGP and ARTA shall consult national, local officials, experts, private stakeholders, and the public.

Funding

  • Operational funds for OPASGP sourced from the current Office of the President’s budget.
  • Future funding included in regular budget appropriations for the OP.

Repeal of Inconsistent Issuances

  • All existing rules and orders inconsistent with this Executive Order are repealed, amended, or modified accordingly.

Separability Clause

  • Invalidity of any part of the Order does not affect the remaining provisions.

Effectivity

  • The Order takes effect immediately upon signing.
