The Office created by Executive Order No. 129 is the Office of the Presidential Adviser on Streamlining of Government Processes (OPASGP), and it operates under the Office of the President (OP).

The PASGP heads the OPASGP with the rank and emoluments of a Cabinet Secretary, and is responsible for advising the President on policies to simplify government processes, monitoring implementation, coordinating with the Anti-Red Tape Authority (ARTA), and performing other functions related to streamlining government processes.

Section 2 of Republic Act No. 11032, the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, mandates the State to maintain such a program.

The Administration adopts a Whole-of-Government Approach in reengineering and simplifying government transactions, which includes reviewing and harmonizing laws, regulations, issuances, and policies as well as adopting inter-agency reviews for horizontal integration or end-to-end processing.

Under RA No. 11517, the President is authorized to suspend requirements for national and local permits, licenses, and certifications, and to expedite or streamline their issuance during times of national emergency.

The OPASGP is deemed dissolved upon the separation from service of the PASGP.

Functions include advising the President or ARTA on policies to simplify processes and reduce red tape; coordinating reviews of government systems to promote a predictable business environment; providing mechanisms to act on urgent directives from the President; monitoring implementation and recommending sanctions for non-compliance with relevant laws; and ensuring public participation in formulating regulations.

The PASGP and ARTA are mandated to ensure harmonization, integration, and non-duplication of all government initiatives on ease of doing business and may coordinate activities such as reviews, monitoring, and consultations.

Funds for the OPASGP's operations shall be sourced from the existing budget of the Office of the President. Funding for succeeding years shall be included in the OP's budget subject to the regular budget process.

The PASGP shall ensure that any regulation or action relating to streamlining government processes involves public participation through consultations with national and local officials, relevant experts, affected private sector stakeholders, and the public.
