When BaAga and Tupi begin to exist
- Executive Order No. 612 states that the municipalities of BaAga and Tupi shall begin to exist upon certification by the Provincial Treasurer of Cotabato or the Secretary of Finance that they will be in a position to fully implement the provisions of the Minimum Wage Law.
- Executive Order No. 612 requires that existence also begins upon the appointment and qualification of their respective mayors, vice-mayors, and majority of the councilors.
- The order therefore makes the operational start of the municipalities dependent on both (1) labor-law implementation readiness and (2) local executive and legislative leadership being duly appointed and qualified.
