Executive Order No. 612 created the municipalities of Bañga and Tupi in Cotabato, resulting in changes to the territories of Koronadal and Dulawan, with specific conditions for the official establishment of Bañga and Tupi.

The Executive Order was issued pursuant to Section 68 of the Revised Administrative Code, upon recommendation of the Provincial Board of Cotabato.

They are created in the Province of Cotabato. The seat of government of Baaga is at the barrio of BaAga, and that of Tupi is at the barrio of Tupi.

Baaga consists of territories comprised in specified barrios and sitios from the municipalities of Koronadal and Dulawan, Cotabato, as enumerated in the EO.

Tupi consists of territories comprised in specified barrios and sitios from the municipality of Koronadal, Cotabato, as enumerated in the EO.

Koronadal retains its present territory minus the barrios and sitios enumerated as belonging to the municipalities of Baaga and Tupi.

Dulawan consists of its present territory less the portion comprised in the cities included in the municipality of Baaga (as stated in the EO).

They begin to exist upon certification by the Provincial Treasurer of Cotabato or the Secretary of Finance that they can fully implement the Minimum Wage Law, and upon appointment and qualification of their respective mayors, vice-mayors, and majority of councilors.

Creation is conditional; it becomes effective only after certification that the municipalities are in a position to fully implement the Minimum Wage Law.

Their respective mayors, vice-mayors, and a majority of the councilors must be appointed and qualified.

The Provincial Board of Cotabato made the recommendation.

It indicates that the creation was recommended by the Provincial Board and authorized/implemented by the President under statutory authority (Section 68 of the Revised Administrative Code).

Because either one may certify that the municipalities can fully implement the Minimum Wage Law, satisfying the condition for the municipalities to begin to exist.

It was signed by President Elpidio Quirino, and by Marciано Roque as Acting Executive Secretary.

Enumeration specifies exact territorial jurisdiction for each new municipality and determines what territory is removed from or retained by existing municipalities.
