Purpose and policy objective
- Executive Order No. 165 directs the creation of a local health advisory body to effectively prevent and combat dangerous communicable diseases.
- The Order emphasizes priority in localities where the health and sanitary condition are below standard.
- The Order requires local implementation of health laws throughout the country through the created municipal advisory mechanism.
Council structure and composition
- The Municipal Advisory Health Council is composed of the following officers and officials:
- The Municipal Health Officer as Chairman.
- The District Supervisor or Principal as a Member.
- The President, League of Parents-Teachers Association as a Member.
- The PACD official, if any, in the locality as a Member.
- The Chairman, League of Barrio Councils as a Member.
- The Chairman of the Committee on Health Municipal Council as a Member.
- The Council includes the Municipal Secretary as the Secretary.
Powers, duties, and supervision lines
- The Municipal Advisory Health Council exercises the powers and duties enumerated in Sections 995 and 996 of the Revised Administrative Code, as amended.
- The Council also performs such other duties as may be delegated to it by the Secretary of Health.
- The Council remains under direct supervision and control of the Secretary of Health through the Regional Health Director and the Provincial Health Officer.
Cooperation and implementation
- All officers concerned are directed to extend their full cooperation to the Council in discharging its functions.
- The Secretary of Health must promulgate rules and regulations necessary to carry out the Order’s purpose.
Effect of delegation and delegation boundary
- The Council’s authority includes duties that the Secretary of Health may delegate to it.
- The Council’s core operational mandate includes the powers and duties under Sections 995 and 996 of the Revised Administrative Code, as amended.
