To effectively prevent and combat the occurrence and recurrence of cholera and other dangerous communicable diseases, especially where health and sanitation are below standard, and to implement health laws in localities nationwide.

It states that the President acted by virtue of the powers vested in him by law.
The Municipal Health Officer serves as Chairman.
A person holding the position of District Supervisor or Principal, as applicable, within the locality, who serves as a member.
The President, League of Parents-Teachers Association, who is a member of the Council.
The PACD official is a member “if any, in the locality.”
The Chairman of the League of Barrio Councils.
The Chairman of the Committee on Health of the Municipal Council is a member.

It may exercise such other duties as may be delegated to it by the Secretary of Health.
All officers concerned are directed to extend their full cooperation to the Council in discharging its functions.
