Organizational Structure and Leadership of MISTG
- MISTG is headed by a Deputy Commissioner appointed by the President upon the recommendation of the Commissioner of Customs.
- The Deputy Commissioner oversees the management and operation of the MISTG's different units.
- MISTG is composed of two main services:
- Planning and Systems Development Services, led by a Service Chief/Director III, supervising:
- Planning and Management Information Division
- Systems Development Division
- Technology Management Service, also led by a Service Chief/Director III, supervising:
- Systems Management Division
- Technical Support Division
- Database Management Divisions for POM, MICP, CEBU, and NAIA
- Planning and Systems Development Services, led by a Service Chief/Director III, supervising:
- Technical and support staff will be primarily sourced from existing Bureau of Customs personnel who meet civil service qualifications and capabilities.
Function and Role of MISTG
- MISTG upgrades the existing information technology group to a more strategic role within the Bureau of Customs.
- Provides a functional structure encompassing vital IT functions integral to realizing a modernized, trade-facilitating, and globally competitive Bureau of Customs.
Funding and Appropriations
- Initial operational expenses for MISTG will be sourced from the Bureau of Customs’ available funds.
- Subsequent funding to be included in budget proposals, complying with existing accounting and auditing regulations.
Authority and Personnel Organization
- With Secretary of Finance’s approval, the Commissioner of Customs is authorized to determine the number of personnel needed for MISTG.
- The Commissioner can organize units within MISTG consistent with efficiency and economy principles.
- Organizational changes are subject to evaluation by the Department of Budget and Management.
Legal Basis for the Creation and Powers

- Section 2 par. 2(f) of PD No. 1772 amending PD 1416, granting the President authority to reorganize government agencies, consolidate offices, transfer functions, and standardize salaries.
