The Executive Order creates the Management Information Systems and Technology Group (MISTG) within the Bureau of Customs.
The MISTG is headed by a Deputy Commissioner appointed by the President of the Philippines upon the recommendation of the Commissioner of Customs.
The two main units are: (I) Planning and Systems Development Services and (II) Technology Management Service.
The Planning and Management Information Division and the Systems Development Division fall under the Planning and Systems Development Services office.
Divisions under the Technology Management Service include: Systems Management Division, Technical Support Division, POM Database Management, MICP Database Management, CEBU Database Management, and NAIA Database Management.
The initial funding for the operations of the MISTG will come from available funds of the Bureau of Customs, with subsequent appropriations to be included in the budget proposals.
Section 2, paragraph 2(f) of Presidential Decree No. 1772 (amending PD 1416) and Section 76 of the General Provisions of Republic Act No. 8250 give the President authority to reorganize the National Government, including creating offices such as the MISTG.
The computerization program aims to facilitate productivity, increase efficiency of transactions, automate processes, reduce human intervention, maximize revenue, and facilitate trade.
The Commissioner of Customs, with approval from the Secretary of Finance, is authorized to determine the number of personnel for the MISTG and organize its units, subject to Department of Budget and Management evaluation.
