Territorial Boundaries
- The boundaries of the new municipality are precisely defined starting from Punta Silla and include a series of geographic points and natural features such as Mt. Silla, latitude 8A 40a; longitude 123A 28a; Tapie mountain; Kikit mountain range; Oyan mountain; Dapitan River; Sibutad River; Tolon River; and the municipal boundary of Rizal municipality.
- The shoreline from Calube point to Punta Silla and the Island of Sinipay are included within the municipality.
- These boundaries are based on a technical description provided by the District Engineer of Zamboanga del Norte.
Effect on Parent Municipality
- The municipality of Dapitan retains its present territory except for the portions included in Sibutad as defined.
Conditions for the Existence of the Municipality
- The municipality of Sibutad becomes operational upon:
- Appointment and qualification of its mayor, vice-mayor, and a majority of its councilors.
- Certification by the Secretary of Finance confirming the new municipality's financial capability to implement the Minimum Wage Law and meet statutory obligations.
- Certification that the mother municipality of Dapitan can maintain effective municipal governance and provide essential services after the segregation.
Legal Authority and Formalization
- The creation is based on the authority of section sixty-eight of the Revised Administrative Code.
- Approved by the President of the Philippines and formalized through an Executive Order signed in Manila on July 9, 1959.
- Executive Secretary attests the order.
