Executive Order No. 344 establishes the independent municipality of Sibutad in Zamboanga del Norte, segregating it from Dapitan and outlining its governance and boundaries.

The barrios of Sibutad, Marapong, Sipaloc, Libay, Sinipay, Canim, and Sawang and their respective sitios were segregated from the municipality of Dapitan to form the municipality of Sibutad.

The creation of the municipality of Sibutad is authorized pursuant to the provisions of Section 68 of the Revised Administrative Code.

The municipality of Sibutad's boundaries start from Punta Silla in a straight line to the peak of Mt. Silla; from there to the intersection of latitude 8°40' and longitude 123°28'; then to the crest of Tapie mountain; following the ridge of the Kikit mountain range to the peak of Oyan mountain; due south to intersect Dapitan River; upstream along Dapitan River to the confluence with Sibutad River; upstream along Sibutad River to the intersection with Tolon River; upstream along Tolon River to the municipal boundary of Rizal; following the Rizal boundary north to Calube point; then northwest along the shoreline back to Punta Silla, including the island of Sinipay.

The municipality of Sibutad begins to exist upon the appointment and qualification of its mayor, vice-mayor, and majority of the councilors, and upon certification by the Secretary of Finance that the municipality is financially capable of implementing the Minimum Wage Law and providing the statutory obligations and essential services.

Before the municipality of Sibutad can start functioning, the Secretary of Finance must certify that it is financially capable of implementing the provisions of the Minimum Wage Law and providing all statutory obligations and essential municipal services.

After the segregation, the mother municipality of Dapitan must still be able to maintain creditably its municipal government and provide essential municipal services despite the reduced territory.
