Organizational Structure and Leadership

  • The Committee operates directly under and is solely responsible to the President.
  • Headed by a Technical Assistant, designated by the President and referred to as the Chairman.
  • Composed of personnel sufficient to perform duties; personnel from other government agencies may be assigned upon Chairman's recommendation.

Core Duties and Functions

  • Receive, process, evaluate, and conduct preliminary fact-finding investigations on complaints regarding the execution of duties by executive departments and government entities.
  • Similarly handle sworn complaints against officials or employees concerning their acts, conduct, or behavior.
  • Refer or recommend appropriate action to concerned agencies to uphold justice, efficiency, economy, and morality.
  • Inform the President about implementation of measures to enhance public service and government personnel efficiency.
  • Submit recommendations for improving government administration and essential operations.
  • Perform additional duties as assigned by the President.

Authority and Operational Privileges

  • Chairman is authorized to use any transportation means for official travel for himself and Committee personnel.
  • Chairman or representatives may summon witnesses by subpoena, administer oaths, and take testimony relevant to investigations.

Cooperation and Support from Government Entities

  • All government departments, bureaus, offices, agencies, instrumentalities, and government-owned/controlled corporations shall extend full cooperation.
  • Heads of these entities must designate a liaison official whose services will be available to the Committee as needed.

Supersession and Effectivity

  • This Executive Order supersedes Executive Order No. 1, dated December 30, 1953.
  • Officially enacted on March 17, 1954, in Manila, by President Ramon Magsaysay and Executive Secretary Fred Ruiz Castro.
