It is based on the powers vested in the President by law and is intended to create the Presidential Complaints and Action Committee to expedite actions on complaints about performance of duties by executive officials/personnel and their acts, conduct, or behavior, while encouraging public participation.

It should refer and/or recommend to the governmental agency concerned for appropriate action to observe justice, economy, efficiency, and a high standard of morality.
No. EO No. 19 primarily assigns the committee to receive, process/evaluate, conduct preliminary fact-finding, and recommend/refer matters to the concerned agency for appropriate action; it does not provide that the committee renders final decisions.
It must keep the President informed on the implementation of government measures designed to improve public service and the efficiency of government personnel.
The Chairman is authorized to utilize and allow the use of any form of transportation or means of conveyance in official travels of the Chairman or committee personnel.
They may summon witnesses by subpoena and subpoena duces tecum, administer oaths, and take testimony relevant to the preliminary fact-finding investigation.
It is a subpoena requiring the production of documents or things; EO No. 19 allows the Chairman or representative to issue it to obtain evidence relevant to the preliminary fact-finding.
Yes. All departments, bureaus, offices, agencies, instrumentalities, and GOCCs are enjoined to extend full assistance and cooperation to the Chairman or representative.
Each head must designate an official whose services shall be made available to the committee whenever such services are required on matters pertaining to their respective department or entity.
EO No. 19 expressly supersedes Executive Order No. 1 dated December 30, 1953.
