Policy and Mandate
- State policy to promote rights and welfare of Muslim Filipinos respecting their cultural beliefs, customs, and institutions.
- The OMA tasked with preserving and developing Muslim Filipino culture and ensuring their active participation in nation-building.
Powers and Functions
- Advisory role to the President on policies affecting Muslim communities.
- Coordination and implementation of development programs, including settlement projects.
- Primary government agency providing assistance and legal aid to Muslim Filipinos.
- Authority to enter contracts, accept grants, loans with Presidential approval.
- Promotion of Islamic business and finance, domestic trade, and cooperatives among Muslim communities.
- Custodian and administrator for Muslim lands and properties, including eminent domain powers.
- Legal and technical services for ancestral land titling and settlement.
- Management and supervision of the annual pilgrimage (Hajj) to Mecca.
- Administration of Awgaf (endowment) properties, investments, legal rules on their management.
- Development of Madrasah schools, Islamic legal education, and Shari’ah research.
- Additional functions as directed by the President or law.
Organizational Structure
- Composed of Executive Director and two Deputy Executive Directors appointed by the President.
- Executive Director has administrative supervision over personnel, except deputies.
- Establishment of various services including Administrative, Finance and Management, Planning, and Legal Services.
Services Description
- Administrative Service handles personnel, supplies, security, and custodial functions.
- Finance and Management Service manages budgeting, finance, and organizational management.
- Planning Service is responsible for planning, monitoring, and project management.
- Legal Service provides legal education, assistance, and acts as legal counsel to the OMA.
Bureaus and Their Functions
- Bureau of Pilgrimage and Endowment: manages Hajj pilgrimage and Awgaf properties.
- Bureau of Muslim Cooperatives Development: promotes cooperative ventures and conducts related development programs.
- Bureau of Muslim Cultural Affairs: handles cultural preservation, Madrasah development, legal education, research, and relief projects.
- Bureau of Muslim Settlements: promotes Muslim settlement development and coordinates relief.
- Bureau of External Relations: liaises with Muslim countries and organizations for assistance to Filipino Muslims.
Regional and Field Offices
- Authorized to establish Regional, Field, and Sub-offices to service Muslim Filipinos in various parts of the country.
- Regional Offices coordinate local government units and regional agencies in implementing policies.
Personnel and Staffing
- Position structures to be approved within 120 days; incumbents not reappointed are separated with benefits or severance pay.
- Prohibition against injunctions preventing separation or replacements under this Order.
Performance Evaluation
- The Executive Director must implement a system for periodic objective evaluation of the Office’s performance and report annually to the President.
Legal Provisions
- Existing contracts of predecessor agencies continue unless reviewed.
- No organizational changes valid without Presidential approval.
- Funding to be sourced from available appropriations of the previous related office.
- The Executive Director empowered to issue necessary orders and regulations to implement the Executive Order.
General Provisions
- Severability clause protecting the remainder of the Order if any part is declared unconstitutional.
- Repeals all inconsistent laws or regulations.
- Immediate effectivity upon approval on January 30, 1987.
