(a) Providing advice and assistance to the President on policies affecting Muslim communities; (b) Undertaking development programs and projects for Muslim communities; (c) Acting as the primary government agency for government assistance and redress for Muslim Filipinos.

The Office is composed of an Executive Director and two Deputy Executive Directors, all appointed by the President.

It is responsible for administering the annual pilgrimage (hajj) to Mecca, managing awgaf (endowments) properties and institutions, and conducting relevant research and studies.

Regional Offices implement laws, rules, regulations, policies, programs and projects of the Office, provide services to Muslim Filipinos, coordinate with regional government agencies and local government units, and perform other functions as provided by law.

The Executive Director shall approve and prescribe the position structure and staffing pattern within 120 days from approval, and incumbents of the old Office not included or reappointed are deemed separated with appropriate benefits or separation pay.

Funds needed shall be taken from the funds available in the Office of Muslim Affairs and Cultural Communities, and the Office may enter contracts or obtain loans subject to the President's approval.

No change in the reorganization is valid without prior approval of the President, and all laws, ordinances, rules or parts inconsistent with this Executive Order are repealed or modified accordingly.
