Composition of the Municipality
- Socorro comprises specific barrios and sitios taken from the municipalities of Dapa and Numancia.
- From Dapa: Socorro, Nueva Estrella, Conbinay, Salug, Songkoy, Sudlon, and Tinago.
- From Numancia: Pamosaingan, Sta. Cruz, Bay-ang, and Sinibayan.
Seat of Government
- The municipal seat is established at the barrio of Socorro within the newly created municipality.
Territorial Jurisdiction
- The territory includes the entire island of Bucas Grande, containing all the aforementioned barrios and sitios.
- It also includes marine waters as defined by Section 2321 of the Revised Administrative Code.
- The municipalities of Dapa and Numancia will retain their remaining territories after the separation of the new municipality.
Conditions for Effectivity
- The municipality of Socorro will officially come into existence upon:
- Appointment and qualification of the mayor, vice-mayor, and a majority of councilors.
- Certification by the Secretary of Finance confirming:
- Financial capability to implement the Minimum Wage Law.
- Ability to fulfill statutory obligations and provide essential municipal services.
- The residual municipalities of Dapa and Numancia’s continued viability to govern and fulfill their obligations despite territorial reduction.
Legal and Administrative Authority
- The law derives authority from the President of the Philippines and complies with administrative code provisions.
- Ensures proper governance structure and the allocation of territorial and financial responsibilities for the new municipality.
