Executive Order No. 419, dated February 22, 1961, creates the Municipality of Socorro in the Province of Surigao del Norte.
The Municipality of Socorro was formed from barrios and sitios of the Municipalities of Dapa and Numancia. From Dapa: Socorro, Nueva Estrella, Conbinay, Salug, Songkoy, Sudlon, Tinago. From Numancia: Pamosaingan, Sta. Cruz, Bay-ang, Sinibayan.
The seat of government of the Municipality of Socorro shall be at the barrio of Socorro.
The Municipality of Socorro comprises the whole Island of Bucas Grande, including all mentioned barrios and sitios, as well as the marine waters under Section 2321 of the Revised Administrative Code.
Dapa and Numancia shall have their present territories minus the areas that form the Municipality of Socorro.
It begins upon the appointment and qualification of its mayor, vice-mayor, and a majority of the councilors, as well as certification by the Secretary of Finance that it is financially capable of fulfilling legal obligations and providing essential municipal services.
The Secretary of Finance must certify that Socorro can implement the Minimum Wage Law and all statutory obligations and essential services, and that Dapa and Numancia can still maintain municipal credibility after the territorial reduction.
It was created pursuant to Section 68 of the Revised Administrative Code.
Section 2321 defines the marine waters included within the territory of the Municipality of Socorro.
