Policy and Purpose Statement
- Executive Order No. 114 establishes the local political subdivision Siayan to be organized from specified barrios in the mother municipality of Sindangan.
Municipality Creation and Territorial Composition
- Executive Order No. 114 creates the municipality of Siayan in Zamboanga del Norte.
- Siayan is composed of the barrios of Siayan Proper, Polayo, Moyo, Diongan, Gonayen Proper, Datagan, Makasing, Soriao, Gunyan, Dinoyak, Pange, Balak, Litolit, Mangilay, Domogok, and Paranglumba.
- Siayan is organized from the territory of the municipality of Sindangan, all within Zamboanga del Norte.
- The seat of government of Siayan is located at the barrio of Paranglumba.
Geographic Boundaries and Technical Description
- Executive Order No. 114 defines the boundaries of Siayan through a technical coordinate description.
- The boundary description begins at the intersection of longitude 123A-10' and latitude 8A-17', then proceeds along specified due west, due south, southwest, due east, northeast, due east, and due north directions.
- The boundary includes the described intersections at:
- longitude 123A-04' and latitude 8A-10'
- longitude 122A-57' and latitude 7A-55'
- longitude 122A-58' (with subsequent steps to the intersection at longitude 123A-04' and latitude 8A-00', then back to the starting point)
- The boundary description is based on the technical description submitted by the District Engineer of Zamboanga del Norte using the map of the municipalities of Manucan and Sindangan on file in the proper office.
Effect on Mother Municipality Territory
- Executive Order No. 114 provides that the municipality of Sindangan retains its present territory minus the portions incorporated into Siayan under the delimitation above.
Fiscal Preconditions and Local Officials
- Siayan begins to exist upon the appointment and qualification of the Mayor, Vice-Mayor, and a majority of the councilors.
- Section 68 of the Revised Administrative Code serves as the authority for organizing the municipality.
- Executive Order No. 114 also requires certification by the Secretary of Finance that Siayan is financially capable of providing:
- all statutory obligations, and
- all ordinary essential services of a regular municipality.
- Executive Order No. 114 conditions the certification on assurance that the mother municipality of Sindangan, after segregation, can still:
- maintain its municipal government credibly,
- meet all statutory and contractual obligations, and
- provide essential municipal services.
Legislative Approval and Organizational Trigger
- Executive Order No. 114 states that the creation of Siayan, as proposed in House Bill No. 4454, was approved by the House of Representatives.
- Executive Order No. 114 makes the municipal existence operational only after meeting both:
- the local official appointment and qualification requirement, and
- the Secretary of Finance financial-capacity certification requirement.
