Diosdado Macapagal establishes the municipality of Siayan in Zamboanga del Norte, delineating its boundaries and ensuring the financial viability of both Siayan and the mother municipality of Sindangan.

Siayan is created in the province of Zamboanga del Norte.

Siayan consists of the barrios of Siayan Proper, Polayo, Moyo, Diongan, Gonayen Proper, Datagan, Makasing, Soriao, Gunyan, Dinoyak, Pange, Balak, Litolit, Mangilay, Domogok, and Paranglumba.

All the listed barrios are taken from the municipality of Sindangan, Zamboanga del Norte.

The seat of government is at the barrio of Paranglumba.

It provides a technical description using geographic coordinates (intersections of specified longitudes and latitudes) and directional lines (due west, due south, southwest, due east, northeast, and due north), based on a submitted technical survey.

The point of beginning is at the intersection of longitude 123°10' and latitude 8°17'.

The boundary description ends by returning to the intersection of longitude 123°10' and latitude 8°17' (the point of beginning).

Sindangan shall have its present territory minus the portions included in the territory of Siayan as delimited by the boundary description.

The creation as proposed in House Bill No. 4454 was approved by the House of Representatives.

It begins upon (1) the appointment and qualification of the Mayor, Vice-Mayor, and a majority of the councilors, and (2) certification by the Secretary of Finance that the municipality is financially capable of meeting statutory obligations and essential services as well as ensuring Sindangan can still sustain its government and obligations.

That Siayan is financially capable of providing statutory obligations and ordinary essential services of a regular municipality, and that Sindangan—after segregation—can still maintain its municipal government, meet statutory and contractual obligations, and provide essential services.
