Executive Order No. 114, issued on October 1, 1964, creates the municipality of Siayan in the province of Zamboanga del Norte.

The municipality of Siayan was created pursuant to Section 68 of the Revised Administrative Code.

The barrios that constitute the municipality of Siayan are Siayan Proper, Polayo, Moyo, Diongan, Gonayen Proper, Datagan, Makasing, Soriao, Gunyan, Dinoyak, Pange, Balak, Litolit, Mangilay, Domogok, and Paranglumba.

The barrios were taken from the municipality of Sindangan in the province of Zamboanga del Norte.

The seat of government of Siayan is at the barrio of Paranglumba.

The boundaries start from the intersection of longitude 123°10' and latitude 8°17'; then west to longitude 123°04'; south to latitude 8°10'; southwest to longitude 122°57' and latitude 7°55'; east to longitude 122°58'; northeast to longitude 123°04' and latitude 8°00'; east to longitude 123°10'; then north to latitude 8°17', the point of beginning.

The municipality of Sindangan will have its present territory minus the portions included in the municipality of Siayan as delimited in the order.

Siayan may begin to exist upon the appointment and qualification of its mayor, vice-mayor, and majority of councilors, and upon certification by the Secretary of Finance that Siayan is financially capable of fulfilling its statutory obligations and providing essential municipal services, and that Sindangan can still maintain its government and obligations after the segregation.

The creation of the municipality was approved by the House of Representatives as proposed in House Bill No. 4454.

Executive Order No. 114 was signed by President Diosdado Macapagal and certified by Acting Assistant Executive Secretary Juan S. Cancio.
