Legal basis, approval, and predecessor reference

Purpose and governing policy
- The executive order establishes a new local government unit named Rizal.
- The executive order provides for the new municipality’s territorial organization and official seat of government.
Municipality created; composition and seat
- Executive Order No. 124 creates the Municipality of Rizal in Surigao del Norte.
- The municipality of Rizal is composed of the barrios of Catadman, Rizal, Roxas, Columbus, Puerto Princesa, Melgar, Cortes, Montag, and Tagabaca.
- The municipality seat of government is at the barrio of Rizal.
Territorial boundaries and delimitation
- The municipality of Rizal is bounded according to a defined delimitation beginning at point A and traced through points B, C, D, E, F, and returning to point A.
- The boundary trace includes:
- A straight line due West passing Poladio Point from point A to point B.
- A course due south along the old boundary line between Surigao and Leyte at point C.
- An imaginary straight line passing Cogon Point of Sibanao Island to point D, then to the southern mouth of Panlibo-ohan River of Capaquian Island.
- A course northward following the Panlibo-ohan River to point E at Kan-ayut.
- A course along the established boundary line of Barrios Wilson and Tagabaca to point F at the boundary line of Dinagat and Cagdianao.
- A course northward following the old boundary line of Dinagat and Cagdianao to the point of beginning at point A.
- The order uses the boundary map submitted by the Office of the Highway District Engineer of Surigao del Norte showing:
- the proposed municipality of Rizal, and
- the remaining portion of the mother municipality of Dinagat,
- at a Scale: 1:100,000.
- The municipality of Dinagat retains its present territory minus the portions included in the territory of the municipality of Rizal as delimited.
When the new municipality legally comes into existence
- The municipality of Rizal begins to exist upon the appointment and qualification of the Mayor, Vice-Mayor, and a majority of the councilors.
- The municipality requires a Secretary of Finance certification that:
- the municipality of Rizal is financially capable of providing statutory obligations and ordinary essential services of a regular municipality; and
- the mother municipality of Dinagat, after segregation of the territory of Rizal, can still maintain its municipal government, meet all statutory and contractual obligations, and provide essential municipal services with credibility.
