It was issued pursuant to Section 68 of the Revised Administrative Code.

A municipality to be known as Rizal in the province of Surigao del Norte.

Catadman, Rizal, Roxas, Columbus, Puerto Princesa, Melgar, Cortes, Montag, and Tagabaca.

All of the listed barrios were from the municipality of Dinagat.

At the barrio of Rizal.

Dinagat would have its present territory minus the portions included in the territory of the municipality of Rizal, as delimited above.

It operationalizes the precise delimitation of the new municipality’s territorial jurisdiction by specifying the lines and natural features that define borders.

Upon appointment and qualification of the Mayor, Vice-Mayor, and a majority of the councilors, and upon certification by the Secretary of Finance that the municipality is financially capable.
