Dinagat would have its present territory minus the portions included in the territory of the municipality of Rizal, as delimited above.

Upon appointment and qualification of the Mayor, Vice-Mayor, and a majority of the councilors, and upon certification by the Secretary of Finance that the municipality is financially capable.
It stated that the creation of the new municipality as proposed in House Bill No. 9422 was approved by the House of Representatives.
It referenced a map of Dinagat Island showing the proposed municipality of Rizal and the remaining portion of Dinagat, submitted by the Office of the Highway District Engineer of Surigao del Norte, on file in the office, with scale 1:100,000.
Boundaries were tied to landmarks such as Sibanao Island, Poladio Point, Cogon Point, and the Panlibo-ohan River, and also to established and old boundary lines.
