Legal Basis and Authority

  • The creation is upon the recommendation of the Provincial Board of Zamboanga del Norte.

Geographical Boundaries of Mutia

  • Boundaries start at the municipal boundary monument No. 3 of Dapitan and New PiAan municipalities.
  • Proceeds in a straight line to municipal boundary monument No. 4.
  • Extends to Km. No. 324.000 of the New PiAan-Salvacion-Sibulan Road.
  • Continues to the intersection of longitude 123° 2' and Sisoy River.
  • Follows upstream the Sisoy River to the provincial boundary of Misamis Occidental and Zamboanga del Norte.
  • Moves due North along the provincial boundary to latitude 8° 25'.
  • Then due West to municipal boundary monument No. 3 (starting point).
  • Boundaries are based on Resolution No. 70 (March 11, 1960) and a map from the Office of the Highway District Engineer.

Territory of the Mother Municipality (New PiAan)

  • New PiAan retains its present territory except the areas that now belong to Mutia.

Conditions for Municipality of Mutia to Commence Existence

  • Appointment and qualification of key officials: mayor, vice-mayor, and a majority of councilors.
  • Certification by the Secretary of Finance that:
    • Mutia can financially comply with implementing the Minimum Wage Law.
    • Mutia can meet all statutory obligations and provide ordinary essential services of a regular municipality.
    • The mother municipality (New PiAan), after segregation, can still:
      • Maintain its municipal government effectively.
      • Meet all statutory and contractual obligations.
      • Provide essential municipal services.

  • The Executive Order was signed in Manila on July 22, 1960.
