Executive Order No. 402 establishes the independent municipality of Mutia in Zamboanga del Norte, segregating it from New PiAan and outlining its governance and financial capabilities.

Questions (EXECUTIVE ORDER NO. 402)

The barrios and sitios of Salvacion, Tinglan Buenasuerte, Dilac, New Foundland, Pamocloran, Totongan, Tubac, New Casul, and New Siquijor.

The seat of government is designated at the barrio of Salvacion.

Under section sixty-eight of the Revised Administrative Code.

The appointment and qualification of the mayor, vice-mayor, and a majority of the councilors, and certification by the Secretary of Finance that the municipality is financially capable of fulfilling its obligations including the Minimum Wage Law and providing essential services.

The Secretary of Finance must certify that Mutia can meet all statutory obligations and essential services, and that New PiAan can still credibly maintain its government and provide essential services after the segregation.

The boundaries are described by reference to municipal boundary monuments, specific roads (New PiAan-Salvacion-Sibulan Road), geographic coordinates (longitudes and latitudes), and natural features like the Sisoy and Disoy rivers.

New PiAan will retain its present territory minus the portions included in Mutia as delimited by the described boundaries.

Resolution No. 70, dated March 11, 1960, of the Provincial Board of Zamboanga del Norte based on the sketch plan or map prepared by the Office of the Highway District Engineer of the province.
