Legal Authority and Recommendation
- The creation follows the recommendation of the Provincial Board of Zamboanga del Norte.

Territorial Boundaries of Mutia
- Boundaries start from municipal boundary monument No. 3 between Dapitan and New PiAan municipalities.
- Specific points include Monument No. 4, Km. No. 324.000 of the New PiAan-Salvacion-Sibulan Road, intersection of longitude 123°2' and Sisoy River.
- Follows Sisoy River upstream to the provincial boundary with Misamis Occidental.
- Then proceeds due north along the provincial boundary until latitude 8°25'.
- Runs due west back to municipal boundary monument No. 3, closing the boundary.

Territory of New PiAan after Segregation
- New PiAan retains its remaining territory after exclusion of the areas forming the Municipality of Mutia.
Conditions for the Municipality of Mutia to Exist
- The municipality shall officially exist upon:
- Appointment and qualification of its mayor, vice-mayor, and majority of councilors.
- Certification by the Secretary of Finance regarding financial capability.
- Financial criteria include capability to implement the Minimum Wage Law, fulfill all statutory obligations, and provide ordinary essential municipal services.
- The mother municipality, New PiAan, must remain financially capable of meeting its obligations and maintaining essential services after the territorial reduction.
Formalization and Effectivity
- The Executive Order was signed in Manila on July 22, 1960, by President Carlos P. Garcia and Executive Secretary Natalio P. Castillo.
- The order formalizes the establishment and conditions under which Mutia shall operate as an independent municipality within Zamboanga del Norte.
