Executive Order No. 402 establishes the independent municipality of Mutia in Zamboanga del Norte, segregating it from New PiAan and outlining its governance and financial capabilities.

It was issued pursuant to Section 68 of the Revised Administrative Code, upon the recommendation of the Provincial Board of Zamboanga del Norte.

Salvacion, Tinglan Buenasuerte, Dilac, New Foundland, Pamocloran, Totongan, Tubac, New Casul, and New Siquijor, all of the Municipality of New PiAan, Zamboanga del Norte.

The seat of government is at the barrio of Salvacion.

Through a series of boundary calls based on municipal boundary monuments, straight-line segments to road kilometer points, an intersection defined by coordinates, following a river upstream, then following provincial boundary lines using latitude/longitude references, and closing at the starting monument.

They serve as fixed, identifiable reference points used to locate the exact territorial limits intended by the executive order; they reduce ambiguity and help harmonize with existing boundary monuments and survey records.

It legally reduces/adjusts the territory of the mother municipality by excluding the segregated areas, ensuring territorial continuity and defining the remainder.

Upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors, and upon certification by the Secretary of Finance that the municipality is financially capable of meeting legal and essential service obligations and that New PiAan can still maintain its municipal government after segregation.

Certification by the Secretary of Finance that Mutia can implement the Minimum Wage Law and provide statutory obligations and ordinary essential services of a regular municipality.

It must still maintain credibly its municipal government, meet all statutory and contractual obligations, and provide essential municipal services.

The Secretary of Finance must certify (1) Mutia’s financial capability to implement labor/legal obligations and essential services, and (2) New PiAan’s continued capacity to function after the segregation.
