Policy and purpose of creation

- The seat of government of the municipality of Carmen is at the barrio of Carmen.
- The order bases the territorial description on the municipality sketch prepared and submitted by the Highway District Engineer of Cotabato.
- The sketch is identified as Scale 1: 250,000.
Territory, boundaries, and delimitation
- The Municipality of Carmen has defined boundaries described through a land-and-river route.
- The boundary description begins at a point on Mt. Piapayungan on the Cotabato–Lanao boundary.
- The boundary route follows the Cotabato–Lanao boundary to a point where Lanao–Bukidnon and Cotabato Provinces meet.
- The boundary route follows the Cotabato–Bukidnon boundary line southerly until it meets the Mulita River, then follows the Mulita River to the junction of Pulangi River.
- The boundary route continues following the Pulangi River or Rio Grande to Carmen Ferry, then follows the Sayre Highway northward to the center line of bridge No. 383.82 on Sanubun Creek.
- The boundary route proceeds northwest to the junction of the Maridagao and Malitubog Rivers, then follows the old boundary line of Kabacan and Pikit and Midsayap boundary meet.
- The boundary route follows the old boundary line of Kabacan and Midsayap northerly back to Mt. Piapayungan on the Cotabato–Lanao boundary, the point of beginning.
- The Municipality of Kabacan retains its present territory minus the portion included in the Municipality of Carmen.
When the municipality begins to exist
- The Municipality of Carmen begins to exist upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors.
- Existence also requires certification by the Secretary of Finance that the municipality is financially capable.
- The certification must confirm capability to implement the provisions of the Minimum Wage Law.
- The certification must confirm capability to provide for all statutory obligations and ordinary essential services of a regular municipality.
- The certification must also confirm that after segregation, the mother municipality of Kabacan can:
- maintain its municipal government creditably,
- meet all statutory and contractual obligations, and
- provide essential municipal services.
