It is pursuant to Section 68 of the Revised Administrative Code, as recommended by the Provincial Board of Cotabato.
The municipality of Carmen is created in the province of Cotabato.
Carmen, Maangal, Kalingan, Lanon, Kibayao, Kadiis, Pakan, Tambal, Manarapan, Lebpas, Tacupan, Malitubog, Kitulas, Banisilan, Aroman, Kitubod, Kibudtungan, Tawantawan, Liliongan, Kalawag.
From the municipality of Kabacan, all within the same province of Cotabato.
At the barrio of Carmen.
At a point on Mt. Piapayungan on the Cotabato–Lanao boundary.
The Cotabato–Lanao boundary, Lanao–Bukidnon boundary areas, Mulita River, Pulangi River (Rio Grande), Carmen Ferry, Sayre Highway, Sanubun Creek, and rivers such as Maridagao and Malitubog.
It follows a combination of existing provincial boundary lines, river courses (Mulita and Pulangi), a named highway (Sayre Highway) up to a specified bridge center line, and old boundary lines of Kabacan and neighboring municipalities.
Kabacan retains its present territory minus the portion included in the municipality of Carmen, as delimited by the EO.
Upon appointment and qualification of the mayor, vice-mayor, and a majority of the councilors, and upon certification by the Secretary of Finance that the municipality is financially capable and that the mother municipality can still function.
That Carmen can implement the Minimum Wage Law and provide all statutory obligations and essential services of a regular municipality; and that Kabacan can still maintain its municipal government, meet statutory/contractual obligations, and provide essential services after segregation.
It is a condition precedent for effectiveness/validity of the municipal organization, ensuring the new municipality can comply with labor law and statutory service obligations, and that the mother municipality remains viable.

That the portion segregated from Kabacan is exactly the territory included in Carmen per the EO’s boundary description.
It states the description is based on data shown in the sketch of the proposed municipality of Carmen (Scale 1:250,000) prepared by the Highway District Engineer of Cotabato.
