Legal basis for municipal creation
- Section sixty-eight of the Revised Administrative Code authorizes the segregation of barrios from an existing municipality and their organization into an independent municipality.
- Section 2321 of the Revised Administrative Code governs the municipality’s marine waters boundary reference for the technical delineation.
- The order creates the municipality through segregation from the existing municipality of Patnongon, Province of Antique.
Segregated barrios and organizational effect
- The barrios Belison, Maradiona, Delima, Buenavista, Rombang, Sinaja, Boroc-boroc, Ipil, Mojon, Concepcion, and Cotcot—all part of the municipality of Patnongon, Province of Antique—are segregated from Patnongon.
- Those segregated barrios are organized into an independent municipality within Antique.
- The new municipality is known as the Municipality of Belison.
- The seat of government of the Municipality of Belison is at the barrio of Belison.
- The municipality of Belison begins to exist upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors.
Municipality of Belison: defined territorial boundaries
- The Municipality of Belison has boundaries that begin at a point marked 1 at the mouth of Aparri Creek.
- The boundary runs through the successive points using the technical bearings and distances stated in the order, including:
- S. 68A 15' W., 1,650.00 meters to point 2; then N. 63A 35' W., 260.00 meters to point 3.
- S. 3A 15' E., 2,580.00 meters to point 4; then S. 34A 25' W., 2,090.00 meters to point 5.
- N. 69' 40A W., 700.00 meters to point 6; then N. 36A 28' W., 430.00 meters to point 7.
- N. 70A 30' W., 450.00 meters to point 8; then S. 65A 28' W., 610.00 meters to point 9.
- N. 76A 15' W., 340.00 meters to point 10; then N. 50A 10' W., 1,000.00 meters to point 11.
- The technical description requires following the boundary of the municipality’s marine waters “pursuant to the provisions of section 2321 of the Revised Administrative Code” to point 15.
- The boundary then continues through points 16, 17, 18, 19, and returns to the point of beginning at point 1, using the bearings and distances stated in the order (including S. 26A 30' E., 750.00 meters to point 16 and S. 56A 30' E., 2,225.00 meters back to point 1).
- The boundary technical delineation is stated to be based on a sketch plan or map prepared and submitted by the Bureau of Lands, with Scale: 1:20,000.
Effect on the municipality of Patnongon territory
- The municipality of Patnongon retains the same territory minus the area comprised in the Municipality of Belison as delimited by the stated boundaries.
- The territorial reduction of Patnongon corresponds exactly to the delineated territory established for Belison.
