Creation, mandate, and functions

  • The Metro Naga Development Council, referred to as the Council, is created under Section 1.
  • The Council must formulate, coordinate, and monitor programs, projects, and activities to accelerate the economic and social growth and development of:
    • Naga City, and
    • the municipalities of Bombon, Calabanga, Camaligan, Canaman, Gainza, Magarao, Milaor, Minalabac, Pamplona, Pasacao, Pili, and San Fernando, all in the Province of Camarines Sur.
  • The Council performs its mandate in coordination with the Governor of the Province of Camarines Sur, who acts as Adviser to the Council.
  • The Council ensures appropriate coordination with the Regional Development Council for Region V and the relevant local development councils under Section 6.

Council composition and membership rules

  • The Council is composed of members under Section 2.
  • Under Section 2(a), the Council includes the Mayors of Naga City and the listed municipalities (Bombon, Calabanga, Camaligan, Canaman, Gainza, Magarao, Milaor, Minalabac, Pamplona, Pasacao, Pili, and San Fernando), all in Camarines Sur.
  • Under Section 2(b), the Council includes representatives in Camarines Sur of departments and agencies represented in the National Economic and Development Authority (NEDA), including Department of Education, Culture and Sports and Department of Social Welfare and Development, with the rule that each department or agency shall have only one representative.
  • Under Section 2(c), the Council includes representatives of the private sector and non-governmental organizations based in the area, and these representatives form one-fourth (1/4) of the members of the fully constituted Council.
  • The selection and term of office of the private sector and NGO representatives follow NEDA Board Resolution No. 6 (S. 1990) under Section 2(c).

Leadership, executive committee, and technical support

  • The Council has a Chairman under Section 3, whose appointment, functions, powers, and responsibilities are similar to those of the Chairman of the Regional Development Council under E.O. No. 308 (5 November 1987), as amended.
  • Under Section 4, the Council may create an Executive Committee by resolution to oversee day-to-day operations.
  • Under Section 4, the composition, functions, and responsibilities of the Executive Committee are determined by the Council.
  • Under Section 5, the Council may call upon the Regional Office of NEDA in Region V to serve, if required, as its technical staff.

Coordination and national government support

  • The Council must coordinate with the Regional Development Council for Region V and relevant local development councils under Section 6.
  • Under Section 7, all departments, bureaus, offices, agencies, and instrumentalities of the national government—including government-owned or controlled corporations and government financial institutions—are directed to extend their full assistance to the Council in support of its programs, projects, and activities.

Budget, funding sources, and appropriations

  • The Council is provided an initial budget for CY 1993 under Section 8.
  • The CY 1993 initial budget comes from:
    • the Presidentas contingent fund in the amount of Five Hundred Thousand Pesos (P500,000.00), and
    • contributions of the member Local Government units, as determined by themselves.
  • For subsequent years, the Council’s annual operating expenses are included in the General Appropriations Act after consultations with the Department of Budget and Management.
