Fidel V. Ramos establishes the Metro Naga Development Council to enhance economic and social growth in Naga City and surrounding municipalities through coordinated efforts and resources, supporting local autonomy and development initiatives.

Section 14, Article X of the Constitution, which directs the President to provide for regional development councils or similar bodies to strengthen autonomy and accelerate economic and social growth.

To formulate, coordinate, and monitor programs, projects, and activities that accelerate the economic and social growth and development of the City of Naga and the listed neighboring municipalities, in an integrated area development framework.

Naga City and the municipalities of Bombon, Calabanga, Camaligan, Canaman, Gainza, Magarao, Milaor, Minalabac, Pamplona, Pasacao, Pili, and San Fernando, all in the Province of Camarines Sur.

The Governor acts as Adviser to the Council and is to be coordinated with in the Council’s formulation, coordination, and monitoring of programs.

The Mayors of the covered LGUs; representatives in Camarines Sur of departments/agencies represented in NEDA (one representative per agency); and representatives of the private sector/NGOs in the area, comprising one-fourth of the fully constituted Council.

They comprise one-fourth (1/4) of the fully constituted Council, and their selection and term of office follow NEDA Board Resolution No. 6 (S. 1990).

Each department or agency may have only one representative.

The EO provides that the appointment, functions, powers, and responsibilities of the Chairman shall be similar to those of the Chairman of the Regional Development Council under E.O. No. 308 (5 November 1987), as amended.
