Organizational Composition and Leadership
- MISTG headed by a Deputy Commissioner appointed by the President on recommendation of the Commissioner of Customs.
- Deputy Commissioner oversees the management of MISTG operating units.
- Offices/units within MISTG:
- Planning and Systems Development Services (includes Planning and Management Information Division, Systems Development Division)
- Technology Management Service (includes Systems Management, Technical Support, and multiple database management divisions)
- Staff primarily drawn from existing Bureau personnel with required qualifications, subject to civil service laws.
Core Functional Mandate
- MISTG tasked to upgrade and strategically position information technology functions within the Bureau.
- Focus on modernization, productivity improvement, operational automation, and increased efficiency.
Funding and Appropriations
- Initial expenses funded from Bureau of Customs’ available funds.
- Future appropriations to be included in budget proposals in accordance with accounting and auditing laws.
Authority for Personnel and Organizational Structure
- Commissioner of Customs, with Secretary of Finance approval, determines appropriate personnel number.
- Authority to organize units consistent with EO provisions and subject to Budget and Management evaluation.
Legal Basis and Presidential Authority
- Cites authority under PD No. 1772 and RA No. 8250 for governmental reorganization.
- Establishes continuity of foreign consultants’ work on computerization program through MISTG.
Effectivity and Implementation
- Executive Order effective 15 days after publication in Official Gazette or newspaper of general circulation.
- Ensures smooth transition and continuity in Bureau’s information technology modernization efforts.
