Q&A (EXECUTIVE ORDER NO. 463)

The purpose of Executive Order No. 463 is to create the Management Information Systems and Technology Group (MISTG) within the Bureau of Customs to continue and enhance the computerization and information technology program aimed at modernization, increasing productivity, efficiency, and facilitating trade.

Section 2 par. 2(f) of Presidential Decree No. 1772, amending PD 1416, grants the President continuing authority to reorganize the National Government, including creating and classifying functions, which is the basis for creating the MISTG.

The MISTG is headed by a Deputy Commissioner appointed by the President upon the recommendation of the Commissioner of Customs.

MISTG has two main offices: I. Planning and Systems Development Services, and II. Technology Management Service, each headed by a Service Chief/Director III overseeing various divisions related to planning, systems development, systems management, technical support, and database management.

The Deputy Commissioner exercises overall supervision in managing the different operating units of the MISTG.

The technical and support staff are primarily drawn from existing personnel of the Bureau of Customs who possess the required capabilities and qualifications, subject to civil service laws and regulations.

The MISTG upgrades the information technology group by providing a strategic and functional structure within the Bureau of Customs to modernize, facilitate trade, increase efficiency, maximize revenue, and reduce human intervention in processes.

Funds for the initial operations shall come from the available funds of the Bureau of Customs, and subsequent appropriations shall be included in budget proposals subject to accounting and auditing laws.

The Commissioner of Customs, with the approval of the Secretary of Finance, is authorized to determine the number of personnel consistent with the MISTG's requirements and principles of economy, efficiency, and effectiveness.

Section 6 provides that the Executive Order shall take effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation.

The Development Academy of the Philippines (DAP), National Computer Center (NCC), United Nations Conference on Trade and Development (UNCTAD), and the World Bank jointly conducted the study.
