Creation of Barangay Rizal, Makati City

Section 2 defines Barangay Rizal’s territorial boundaries as follows:
- Bounded on the Northwest (NW) by Barangay Pembo for pts. 1 to 16.
- Bounded on the Northeast (NE) by the centerline of Pateros River for pts. 16-30.
- Bounded on the Southeast (SE) by the centerline of Pateros River for pts. 30-52.
- Bounded on the Southeast (SE) by the centerline of Creek for pts. 52-66.
- Bounded on the Southwest (SW) for pts. 66 to point of beginning by City of Taguig.
Section 2 sets out a technical description using a metes-and-bounds table covering MMA-1MCDAM 571-D, MAKATI CAD-1.
Section 2 states the barangay’s area as 616,340 square meters, more or less.

Section 3 requires that the plebiscite conducted for Barangay Rizal serves as compliance with the local plebiscite requirement under Section 10 of Republic Act No. 7160, as amended, or the Local Government Code of 1991.
Section 3 provides that the plebiscite was conducted and supervised by COMELEC on June 29, 1996.
Section 3 ties the plebiscite to Ordinance No. 96-010 of the Sangguniang Panlungsod of the City of Makati, which ratified the creation of Barangay Rizal.

Section 5 provides that the transfer is without cost or compensation to and for administration by the new barangay.

Section 6 grants Barangay Rizal entitlement to Internal Revenue Allotment (IRA) shares.
Section 6 bases entitlement on Section 285 of Republic Act No. 7160, as amended, or the Local Government Code of 1991.

Section 7 makes the Act take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
Section 7 establishes that publication is the trigger for the 15-day effectivity period.

The Act is Republic Act No. 10961, titled “AN ACT CREATING A BARANGAY TO BE KNOWN AS BARANGAY RIZAL IN THE CITY OF MAKATI.”
The Act is dated November 08, 2017 and is approved on NOV 08 2017.
The Act was signed into law by RODRIGO ROA DUTERTE, President of the Philippines.
Republic Act No. 10961 was passed by the House of Representatives on March 8, 2017, amended by the Senate on August 14, 2017, and the amendments were concurred in by the House of Representatives on September 6, 2017.
The Act’s approval includes signatures of AQUILINO “KOKO” PIMENTEL III (President of the Senate) and PANTALEON D. ALVAREZ (Speaker of the House of Representatives), with senate and house officers’ attestations.
