Legal Basis and Compliance
- Grounded on the Local Government Code of 1991 which allows LGUs to design organizational structure and staffing.
- Staffing must meet minimum standards and guidelines prescribed by the Civil Service Commission (CSC).
Creation and Appropriation of Positions
- Six (6) Attorney IV positions created with Salary Grade 23.
- Monthly salary fixed at Php 46,064.00 per Attorney IV position.
Qualifications for Attorney IV Positions
- Education: Must possess a Bachelor of Laws degree.
- Experience: Minimum of two (2) years relevant legal experience.
- Training: At least eight (8) hours of relevant legal training.
- Eligibility: Must have passed the bar examination under Republic Act No. 1080.
Transitory Provisions on Appointment
- Initial appointments may be made among qualified lawyers.
- Candidates may be drawn from existing city personnel across departments.
- Upgrades to these positions require recommendation of the Employees Welfare and Promotions Board (EWPB) or Personnel Selection Board (PSB).
- Appointments are subject to the approval of the City Mayor.
Repealing Clause
- Ordinances inconsistent or contrary to this ordinance are repealed or modified accordingly.
Separability Clause
- If any provision declared unconstitutional or illegal, the remaining provisions remain effective.
Effectivity
- Ordinance takes effect fifteen (15) days after publication.
Enactment and Approval
- Passed on November 23, 2015, by the Sangguniang Panlungsod of Valenzuela City.
- Authored and approved by City Councilors and the City Mayor with attestation by the City Secretary and Vice Mayor.
