  • Uses the Organizational Performance Indicators Framework (OPIF) and the Results Matrix (RM) as foundational tools.
  • Serves as the unified system for all government agencies with oversight functions.
  • Basis for performance-based allowances, incentives, or compensation for government personnel.

Involvement of Other Government Oversight Offices

  • Includes the Civil Service Commission (CSC) and Career Executive Service Board (CESB) to align their performance evaluation systems with the RBPMS.
  • May invite other agencies such as the Commission on Audit (COA) and the Office of the Ombudsman for insights.

Private Sector Involvement

  • Engages the private sector through the National Competitiveness Council (NCC).
  • Ensures alignment and integration of performance management systems advocated by the private sector with RBPMS.

Secretariat and Technical Support

  • The Development Academy of the Philippines (DAP) acts as Secretariat and technical resource for the Task Force.

Reporting Requirements

  • Task Force must submit recommendations on the RBPMS to the President through the Executive Secretary within six months from issuance.

Funding

  • The Department of Budget and Management (DBM) is responsible for providing funds for the Task Force's operations.

Legal Provisions

  • Separability Clause: Invalid or unconstitutional provisions do not affect the validity of other provisions.
  • Repealing Clause: All inconsistent orders, rules, regulations, and issuances are repealed, amended, or modified accordingly.

Effectivity

  • The Administrative Order takes effect immediately upon issuance.
