Functions of the Task Force
- Develop a Common Set Performance Scorecard for government agencies.
- Design a Government Executive Information System for unified performance reporting.
- Undertake additional powers and functions necessary to implement the Administrative Order.
Harmonized Results-Based Performance Management System (RBPMS)
- Uses the Organizational Performance Indicators Framework (OPIF) and the Results Matrix (RM) as foundational tools.
- Serves as the unified system for all government agencies with oversight functions.
- Basis for performance-based allowances, incentives, or compensation for government personnel.
Involvement of Other Government Oversight Offices
- Includes the Civil Service Commission (CSC) and Career Executive Service Board (CESB) to align their performance evaluation systems with the RBPMS.
- May invite other agencies such as the Commission on Audit (COA) and the Office of the Ombudsman for insights.
Private Sector Involvement
- Engages the private sector through the National Competitiveness Council (NCC).
- Ensures alignment and integration of performance management systems advocated by the private sector with RBPMS.
Secretariat and Technical Support
- The Development Academy of the Philippines (DAP) acts as Secretariat and technical resource for the Task Force.
Reporting Requirements
- Task Force must submit recommendations on the RBPMS to the President through the Executive Secretary within six months from issuance.
Funding
- The Department of Budget and Management (DBM) is responsible for providing funds for the Task Force's operations.
Legal Provisions
- Separability Clause: Invalid or unconstitutional provisions do not affect the validity of other provisions.
- Repealing Clause: All inconsistent orders, rules, regulations, and issuances are repealed, amended, or modified accordingly.
Effectivity
- The Administrative Order takes effect immediately upon issuance.
