The harmonized RBPMS will be used as the basis for determining entitlements to performance-based allowances, incentives, or compensation of government personnel.

The Task Force involves the Civil Service Commission (CSC), Career Executive Service Board (CESB), and may invite the Commission on Audit (COA) and the Office of the Ombudsman to provide their insights.

The private sector, through the National Competitiveness Council (NCC), is involved to provide inputs and align other advocated performance management systems with the proposed unified RBPMS.

The Development Academy of the Philippines (DAP) serves as the Secretariat and technical resource institution for the Task Force.

The Task Force must submit its recommendation on the RBPMS within six (6) months from the issuance of this Administrative Order to the President, through the Executive Secretary.

The Department of Budget and Management (DBM) provides the funding requirements for the Task Force.

This Administrative Order takes effect immediately upon its issuance on December 21, 2011.

If any provision is declared invalid or unconstitutional, the remaining provisions not affected shall continue to be valid and subsisting (Separability Clause).

Yes. All previous orders, rules, regulations, and issuances or parts thereof inconsistent with this Administrative Order are repealed, amended, or modified accordingly.
