Creation of Alcantara Municipality, Romblon

The barrios of Alcantara, San Isidro, Comoed-om, Tugdan, Calagonsao, Bonlao, Madalag, and Camili are segregated from the municipality of Looc.
The segregation is made together with their respective sitios.
The segregated barrios are organized into an independent municipality in Romblon named Alcantara.

The segregation and creation are conditioned on the municipality of Alcantara being financially capable to implement the Minimum Wage Law.
The required financial capability includes the ability to provide for all statutory obligations and ordinary essential services of a regular municipality.
The Secretary of Finance must certify that Looc, after the segregation, can still maintain its municipal government, meet its statutory and contractual obligations, and provide essential municipal services.

The municipality of Alcantara is composed of the specified barrios and their respective sitios segregated from Looc.
The seat of government of the municipality of Alcantara is at the barrio of Alcantara.
The municipality of Looc retains its present territory, reduced by the portions included in Alcantara as delimited by the boundaries set out in the order.

The boundaries begin at point 1, at the shore of Romblon Pass, marked Hor. Grid 50.
From point 1, the boundary proceeds about 3,700 meters in a northwesterly direction to Guinhayaan Junction, marked point 2.
From point 2, the boundary proceeds about 18,000 meters in a northeasterly direction to point 3 along the OdioAgan–Looc boundary line, marked Hor. Grid 65.8.
From point 3, the boundary proceeds about 2,500 meters in a northeasterly direction to point 4.
From point 4, the boundary proceeds about 5,000 meters in a southeasterly direction along the San Agustin–Looc boundary line to point 5 near Naabang Point, at the shore of Romblon Pass.
The boundary then follows the boundary of the marine waters that the municipality shall have pursuant to Section 2321 of the Revised Administrative Code back to point 1.

The boundary description is tied to a sketch plan or map of the municipality of Looc showing the proposed boundaries of the municipality of Alcantara.
The sketch plan or map is prepared by the Office of the Highway District Engineer of Romblon and is on file in the proper office.
The plan uses a scale of 1:50,000.
The technical description is based on the description furnished by the Bureau of Lands on the sketch plan or map.

The municipality of Alcantara begins to exist upon appointment and qualification of the mayor, vice-mayor, and a majority of the councilors.
The municipality also begins to exist only upon certification by the Secretary of Finance.
The certification requires that Alcantara is financially capable to implement the Minimum Wage Law.
The certification further requires that Alcantara can provide all statutory obligations and ordinary essential services of a regular municipality.
The certification further requires that Looc remains able, after segregation, to maintain its municipal government and provide essential services while meeting its obligations.
